francine had a lot of potential - i liked her up until the series finale. But martha's family overall - i got the sense that they had all of these ideas on how to develop the family members, but then they never got around to it or ran out of time or had to reject those scripts or whatever because of their need to resolve it all in one series. the nice thing about jackie/mickey/pete was two series was devoted to them and they were involved a lot more in the stories themselves than martha's family were as a whole.
i remember when mickey and jackie came back for the first time, i was annoyed. i thought they were just incidental characters and i didn't think too much of them, felt that it was all sort of a copout. But as more gets revealed about their characters, the more depth they have - they turned out to be so awesome i didn't want to see them leave. i, like you, am more annoyed that we don't see more of them than i am about rose. i'll take marth with rose's family, thanks.
